Purpose:

This Policy details the Commonwealth of Australia requirements for the Archdiocese of Canberra and Goulburn Catholic Education Office to operate as a registered provider of Education for Overseas Students under the Education Services for Overseas Students Act 1991 (ESOS Act).

Policy:

When the Archdiocese of Canberra and Goulburn Catholic Education Office registers a student from overseas, who has the correct visa status to enter Australia for the purposes of obtaining primary, junior secondary or senior secondary education, a duty of care exists in the system – school-teacher relationship with the student.

The Catholic Education Office must ensure that ethical practices are observed in the recruitment and enrolment of Overseas Students.

Failure to abide by the ESOS Act will result in Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) canceling the Archdiocesan registration as a provider of education.

Procedures:

1. Prior to an intending overseas student's enrolment the following is to be completed:

1.1 The Principal contacts the Coordinator of Targeted Programs to ensure that the overseas student's visa status is in order and that an application may proceed.

1.2 Completion of an Information for Overseas Student Form.

1.3 Advise parents/guardians of an FFPOS Applicant of the tuition fees charged per year in advance as set by the Catholic Education Office.

1.4 Arrange for Overseas Students Health Cover.

1.5 English Language Intensive Course for Overseas Students arrangements to be made if required.

1.6 Advise parents/guardian of the Catholic Education Office refund policy regarding tuition fees should the student fail to meet course requirements, or transfer to another institution.

1.7 Advise parents of contractual arrangements to be made concerning students under 18 years of age should the student not be residing with either a parent or guardian during the course of the program.

2. A Confirmation of Enrolment (CoE) will be issued by the Director's delegate to the Principal and the parents of the FFPOS when the above procedures are completed and entered into the CRICOS Register.
